I’d like to suggest to you to restart the Intel® Services Manager and then launch again the Intel AppUp(SM) center client: http://www.intel.com/support/software/stores/appupwn/sb/CS-032660.htm
Also, please make sure your computer has the Minimal System Requirements, from here:

If the issue persists, I would recommend to you performing a fresh installation of Intel AppUp(SM) center.
Please uninstall the Intel AppUp(SM) center client from your computer using the Windows* Control Panel, Add or Remove programs tool.
Then, reboot your computer and reinstall Intel AppUp(SM) center from here: http://www.appup.com
After that, launch Intel AppUp(SM) center and click on “Sign In” button (top center of window). Your username is the contact email address of your account profile (the one that you entered when signed up).
