We continue to experience extremely high utilization triggered by an Angry Birds free app promotion. We are seeing several users who are getting errors when they try to use or start the Intel AppUp(TM) client. This is impacting all users at this time. We are working the issue now and will update the community as we make progress addressing the issue.

Please try the following:
1. Uninstall the Intel AppUp(TM) client, reboot the workstation, and then reinstall the Intel AppUp(TM) client from http://www.appup.com
2. If it still fails, temporarily disable virus protection and firewall and try to run the Intel AppUp(TM) client again.
(Optional) Try installing Intel AppUp(TM) client on a second system to see if you get the same results or if it works.

Still getting the -13 error with everything disabled/turned off, and after reinstallation, can't run on my computer, Vista Business 32-bit. Installed it in XP compatibility mode.

Windows* Vista, unfortunately, is not a supported O/S for the AppUp(TM) software. Since the AppUp software is required to run Angry Birds, you will not be able to purchase and run the app successfully.
The Intel AppUp client officially supports the following operating systems:
At this time only English versions of operating systems are supported. In addition, some applications purchased through the store may need to be run in 32-bit compatibility mode if used on Windows 7 Enterprise 64-bit systems.

This seems to be a firewall/antivirus issue since the application loads when Kaspersky protection is paused.
However, Intel, this really is not good enough. Surely you can make an application that asks for the relevant permissions when it installs, like any other application that uses connection services. Can't you get this application signed??
Meanwhile, what do I have to let Kaspersky know since I will have to set permissions manually. What is the app IP address??

The Intel AppUp(TM) client is a signed application and works fine with most Virus detection software. For example, I have McAfee installed one of my PCs, and Microsoft Security Essentials on the other and the Intel AppUp client will install and run without any issues. However, there are some virus detection software packages that have to be manually configured to allow program operation. In those cases, these are the Intel AppUp Client executables that should be set as trusted:
ServiceManager.exe
Store.Client.UI.exe
WinClientStoreUILauncher.exe
