I have just tried registering and it all worked fine. Upon completion of the registration I received an 'Account Creation' email and straight away I was able to successfully log-in to the AppUp(SM) Center and download free applications.
I am located in UK and I was using Internet Explorer 8.0 for the registration.
If you are still having the issues, please can you walk us through the steps you are following for the registration and we will investigate what could be causing the issue. Also could you provide us with the following information as it will help us in the investigation:

Something's wrong with your webpage. On the "Enter Your Billing Address" page, the "continue" button is inactive. After filling in all required info and then clicking on "continue". absolutely nothing happens. Is the link for the "continue" button broken?
More info on problem: The "continue" button is live for most of the time on the "enter billing information" page. However, when I enter my zip code, the webpage changes to display a final drop-down choice box, asking me to identify my location within my county of residence (inside city or outside city are the two choice). At this point, IE displays "error on page" in the status bar and the "continue" button is disabled. Hope this helps, because you are about to lose my business due to sloppy quality control...
What country and zip code are you trying to register? Also, do you know what specific version of IE you are using? We will try to replicate your issue. While we are doing this, is it possible for you to try the registration process in another browser? Thanks for your patience.

Homer, I cut and pasted the URL into firefox and seemed to work.

I registered 2 accounts and each time I logged out and tried to log in again using frustrated and fedup usernames I was told my password was not valid. With the former account I changed the password 3 times and every time I got the same error message about the password not being valid. With the fedup username I was able to use the firefox back button to post this. Problem also occurs with Google Chrome.

I am also having problems with the accessing of my AppUp account billing information.

I can not sign up either... I've tried at least 25 times tonight with no results other than the same error message...
Is this the model for your app store? I mean, if it's not capable of scaling in times of high load, what happens to ACTUAL users who are trying to purchase applications? Do they also experience these downtime issues?
