Can I script Intel AMT commands?

I hear the following scenario and question a lot - "All I want to do is remotely power-on a provisioned Intel AMT system. My target client management environment does not have Intel AMT functionality. If I could just script a remote power-on command, that would be very helpful. Is there a way to script the command?"

Should this be possible if the systems are managed through SCCM?  Any time we attempt to access a system with this utility, we receive this error "SOAP Failure: error code = 25".  Many posts with this error, but no one to confirm this being an issue with a vPro system that was activated and managed with SCCM.

Once configured - Intel AMT is a service awaiting an authenticated and authorized request.
