If'd be worth contacting Microsoft to see about replacement media under warranty (or if you're a Technet subscriber, clearing your cache and redownloading the latest Win 7 Pro ISO and burning another DVD).

That board is listed as fully supporting Win 7 Desktop Boards; Supported operating systems so it should be possible to get it all working fine. Was the latest BIOS version already on the board when you got it or have you flashed that on yourself? Have you double checked all your connections and the whole installation in accordinace with the manual available from here: Intel Desktop Board DQ45EK; Product guides and what experience do you have with new PC builds? What other hardware is in this system?

Given Vista installed (and is running) fine, are you sure your Win 7 installation media is uncorrupted and not BIOS locked to a particular system etc? Some installation DVDs are just for use with specific hardware and if an attempt is made to use it on different hardware, installation will fail.

i just bought a brand new intel DQ45EK motherboard from amazon, it has the latest bio version. I got it running window vista right now, but I can't install window 7 on it. It would go through the install then as it restart it would not load the OS from the hard drive. It will display the dos screen but I can not input any words. Also the ATM LED light blinks a lot for a while after it shut down and the cpu fan turns on and off at random.
