Click "Start", "Control Panel", "System and Security", "Administrative Tools", "Services". Locate "Intel Turbo Boost", right click it and choose "properties". Select "Automatic" in the "Start up Type" box. Click "Ok" and exit. Yes I'm aware of the option but it is one of the suggestions by others to speedup the boot/startup process. I'm not 100% sure whether your system is operating with two cores but I cannot find a way on how to verify it.

Also Turbo Boost monitor after booting of the computer should indicate a fluctuation of the bars then should return to the lowest level. You have not stated this but since you have indicated that your problem is solved I'll assume that it is behaving as stated.

Set it to "all". This is for Intel motherboards. Since you have Dell you should ask Dell Tech support about it if you cannot see that option in the bios.
